Abstract: The semantic web is not just a slogan. It’s a somewhat utopian project to delegate a part of interpreting Web ressources to a machine. But when we speak of interpretation, we speak about meaning and the meaning we give to these resources, based on which they can be exploited, transformed and transferred. That is why, to define the issues and grasp just what it means, we must identify the reasons why we seek out meaning and define the targets of the semantic web.
